Radio and Road Safety
GUIDELINES
FOR DIGITAL AUDIO BROADCASTING RECEIVERS INSTALLED IN VEHICLES
Singapore
has adopted the Eureka 147 standard as the standard for digital audio
broadcasting (DAB). Below are some traffic safety guidelines for drivers,
users, developers and installers in order to maximise enjoyment of DAB
services. These guidelines are intended for DAB receivers in road vehicles
only and do not include other types of DAB receivers such as home, portable
or palm receivers or those in public transport vehicles.
For drivers
1. Road safety is of primary importance.
2. Drivers should keep their eyes focused on the road.
3. Drivers are advised not to access the interactive data services or
input text while driving. If drivers need to access any interactive data
services,
do so before starting to drive, or pull over.
Interactive data services refer to non-programme associated data (NPAD)
services which require the user to actively search for the information
or service. Non interactive data services refer to programme associated
data (PAD) services which accompany the audio service.
4. Where traffic conditions are demanding, drivers are advised to switch
off the monitor (please refer to the instruction manual of your DAB receiver
system).
For content developers
1. Services (text and graphics) should not visually distract the driver.
2. The text of non-interactive data services should be of sufficiently
large size to enable the driver to read all the information on the screen
at one glance.
3. Where manufacturers' specification of the DAB system permits, the text
of interactive data services should also be of sufficiently large size
so as to be easily read at one glance.
For receiver
installers
1. Ensure that the unit is installed according to the receiver manufacturer's
recommendations.
2. The DAB monitor should be securely mounted in the area of the central
console. The top of the monitor should be no more than 16 cm above the
top level of the dashboard.
3. The DAB monitor should not obstruct driver's central and peripheral
view and should not obstruct the driver's view of the side mirrors.
4. The DAB monitor and head unit should be easily viewed and accessed
by the driver.
5. Where the unit is to be accessed by passengers as well, ensure that
it is mounted in such a way so as not to interfere with the driver;
6. A safety feature can be installed to de-activate access to the interactive
data while the vehicle is in motion.
For receiver
manufacturers
1. Receiver manufacturers are advised to include a feature in DAB receivers
to enable interactive data to be de-activated when the vehicle is in motion.

observe traffic signs and signals.
2. Signal your intentions early to give other motorists time to react.
3. Plan your journey so that you know your way.
4. Give yourself enough time for your journey, so you don't have to speed.
5. Give way to other motorists when necessary.
6. If you drive, please don't drink.
7. Don't overtake when in doubt.
8. Keep your vehicle engine in good running condition.
9. Use a hands-free set if you need to use a handphone while driving.
10. Keep a safe braking distance from the vehicle in front of you.
11. Please don't speed -- it's a major cause of accidents.
12. Keep your eyes focussed on the road while driving.
13. Don't use Digital Radio's interactive data services while DRIVING.
